Chief Cabinet Secretary Yoshihide Suga said Monday the name draws from the 7th century poetry collection “Manyoshu.”

New era is “Reiwa” It is from Manyoshu 万葉集 Japan’s oldest poem anthology in 7th century “初春の令月にして 気淑く風和ぎ 梅は鏡前の粉を披き 蘭は珮後の香を薫らす” In this context, Rei 令means “Good and Beautiful” not “Order” Wa 和 means “Harmony and Peace”
