Offering licenses to hunt poachers would also reduce poaching. Not to mention raising money for conservation efforts. Fewer hunters return than went out? Well, that's just a side benefit.

It is unfair and unnecessary. Countries that are managing their elephant populations should be able to sell their stockpiles of ivory. Impoverished communities whose crops are destroyed by the wildlife yearly need this income. This worked well in Zimbabwe.
