Candidate for Texas State Representative District 85 Phil Stephenson , Wednesday, Oct. 10, 2018 in Houston.State Rep. Phil Stephenson was defeated in Tuesday's runoff election by former Waller County commissioner Stan Kitzman, marking the only primary loss for an incumbent Republican legislator this cycle.

Stephenson’s defeat was partially orchestrated last fall by his Republican colleagues, who dismantled the district by stripping a large portion of Fort Bend County and adding four new, mostly rural counties: Austin, Colorado, Fayette and Kitzman’s home county of Waller. It’s not the first time Stephenson has drawn the wrath of Republican leaders. In 2019, former speaker Dennis Bonnen named him as a possible target in the 2020 primaries, citing Stephenson’s opposition to a bill that would have banned cities and counties from spending taxpayer money to lobby state legislators. Bonnen’s comments surfaced in a leaked recording that later prompted him to resign.
