A billionaire Republican donor who lives in Tennessee donated $1 million to South Dakota to help defray the costs of sending National Guard troops to the U.S.-Mexico border in Texas, a donation accepted by Gov. Kristi Noem.
His donation has drawn intense scrutiny as Johnson does not live in either South Dakota or Texas.
