Technical debt is a common, even inevitable, part of infrastructure and application development. So common, in fact, that I&O leaders have ranked technical debt management as one of their top challenges for the past five years of Gartner I&O surveys.It’s cheaper and easier to put off refreshes and upgrades in the short term.

Instead, I&O leaders should pursue a life-cycle-driven portfolio management approach to managing technical debt, starting with the following three steps:Step 3. Put governance of infrastructure in place around key life cycles.Overcome resistance to managing tech debt by collaborating on a charter Also be sure to grade infrastructure elements based on business value, so that organizations can apply the necessary scrutiny to critical technology and less to elements that require minimal attention. Quantify the business value of each and set provisions for removing systems from service once they reach their end of life. Minimize waivers, and never allow a waiver to override risk management.

Store the assessments in a management repository with appropriate levels of access and visibility to stakeholders.Once the organization has agreed on a technical debt management approach and gathered assessment data about the various infrastructure elements, implement a portfolio management approach to ensure ongoing assessment, life cycle management and governance of the organization’s infrastructure components.
