The coronavirus is still ravaging the U.S., with the Centers for Disease Control and Prevention reporting over 39,000 new cases on Monday and over half of states logging an increase in cases over the past two weeks, according to CovidExitStrategy.

The surveyed economists noted schools would be able to more easily reopen had cases been mitigated throughout the spring and summer, and also pointed toward indoor dining as the first industry that should shut down if there were a spike in cases.

While stocks have largely recovered from the spring crash, a surge in cases in the fall and winter could once again hurt the market, and unemployment remains at record highs, with around 30 million receiving some form of unemployment benefits. Negotiations on a new federal stimulus package remain at an impasse, with the GOP's most recent offering, which included only $300 billion in new spending, failing in the Senate while the House Democrats' $3.4 trillion Heroes Act in May has yet to be taken up in the Senate.As early as March, when the outbreak was deemed a global pandemic and the White House declared a national emergency, President Trump was pushing to reopen the country due to the effects lockdowns had on the economy.
