Stefan Soloviev’s bid for the license would have a casino, hotel and democracy museum — as well as a London Eye-like ferris wheel — situated on six acres just south of the UN.Soloviev told The Post that he is in talks with, among others, Las Vegas Sands Corp. as a potential partner. Sands owns the Venetian in Las Vegas and Macau.
