There are hundreds of kids across PA involved with children and youth agencies that are forced to sleep in county offices or in hotels because there is nowhere

In Central PA, some counties are spending taxpayer dollars on programs to place these complex kids, while offering them treatment. However, these programs come at a cost. “We underestimate the amount of time that it takes for a child who is experienced 11, 12, or 13 years of chaos and abuse to heal, and we think that we can move into a program for six weeks and be like, ‘What? Why aren’t you better?’”

Fredericks said they’re constantly fielding calls from other counties asking if they have any open beds for complex cases. As some counties, including York and Lancaster spend millions and millions of dollars on these programs, Bunce said spending the money now actually saves it in the long run.
