Sutula has since granted 45 continuances in his case, some of them because of safety precautions during the pandemic, but the docket shows that reasoning persisted through October 2021.

The court’s explanations paint a picture of judges largely at the mercy of the other criminal justice stakeholders and systems that feed into their cases. It would take changes from all of them to speed up cases and reduce the jail’s population, Sheehan has said. It will take time to see what impact those interventions have, Sheehan said. He could not say how long that test period should last.
