Liberal-leaning San Luis Obispo County, where COVID-19 restrictions that tied its fate to more urban L.A. and Orange counties angered business owners, delivered a sizable number of signatures to the effort to recall Gov. Gavin Newsom.

And as a mother of a child with special needs, she was particularly upset by how long children were kept home from school.
