Wrapping a cotton shirt around your face reduces the risk of respiratory illness by 50%. So yes. wear a mask. It doesn’t have to be an N95. Anything is better than nothing.

Since the infected people can be asymptomatic, it might be effective to reduce the spread by using mask widely. The big question is, can the government provide enough mask to the society? Mask would be ineffective if only small groups of people wearing it.
