Should San Diego seriously consider the offer for 101 Ash St?

The offer would 21-story tower’s asbestos problem but is conditioned on the city agreeing to lease it for a decade

The city should consider all offers, prioritizing housing construction, capital gains, and the creditworthiness of the buyer. If Shapery’s offer is the best or only one then let him have the building and use a portion of the proceeds to subsidize low-income housing. A vacant building is costly and wasteful.But, that doesn’t mean I think they should go for it.

: It might be easier to go ahead with the Civic Center Revitalization project if it were split into two parts. The 101 Ash St. property could be separated from the four-block Civic Center portion. The latter could have the 25 percent affordable housing that is desperately needed downtown. Sandor Shapery’s offer for the Ash Street property should be considered, even without inclusion of affordable housing.

Lease terms matter, but the city needs new space and this would be a fairly expedient solution, assuming the asbestos cleanup is not delayed. Meanwhile, the city should request an exemption from the state’s Surplus Land Act so that they can generate sufficient profitability to include a theater replacement and new city hall on the old civic center site. Ten years to complete anything new in San Diego seems about par for the course.
