Nobody is guarenteed a promotion in the military. One may be “up” for one but never automatic. I’m sure there are other reasons
Why are promotions routine? Promotions anywhere else, but in government, are performance based.
There is no such thing as routine promotions. Time in and ratings are considered, and if someone like Vindman does not understand the importance of the chain-of-command it is highly likely that his reviews by his commanders are not stellar.
He did not have a successful Infantry Battalion Command, ergo; he is not going to make O6 as an 11A. That is the major Gateway to promotion from O5 to O6 - Battalion Command.
No such thing in the Active force as ”Routine Promotion” to Colonel. It's not the Illinois National Guard. If she feels that strongly she could request hearings. She won’t because she knows that, compared to his peers, he wasn't among the most highly qualified in his peer group.

Getting promoted to O5 is not routine. There are plenty of officers who don’t make it to that level. She was in the Army and knows this.
Military promotions aren't routine. They are earned. They are also delayed or withdrawn based on bad character, poor decisions, discrediting actions.
