Marco Rubio , R-Fla., speaks with reporters as he walks, Feb. 28, 2024, at the Capitol in Washington. The Senate has advanced legislation that would reauthorize a key U.S. surveillance tool as lawmakers and the Biden administration rushed to tamp down fresh concerns about the program violating Americans' civil liberties.
“The administration is making the case that if there’s any changes, it’s going to jeopardize the program," Democratic Sen. Peter Welch of Vermont said Thursday. “That’s asking a lot of the Senate to basically abdicate its responsibility.” Though the spy program is technically set to expire Friday, the Biden administration has said it expects its authority to collect intelligence to remain operational for at least another year, thanks to an opinion earlier this month from the Foreign Intelligence Surveillance Court, which receives surveillance applications.
In the end, House Speaker Mike Johnson managed to appease some critics of the reauthorization bill by shortening the extension of the program from five years to two years.
