One piece of advice from the author: Biden needs to demonstrate to the international community that the American political system is stabilizing

What’s your view of the US approach to China when looking at Trump and Biden?

Biden may have changed the tone of rhetoric on China, but on trade, technology, defense, and security, Biden has held firm and even advanced many of the Trump administration’s positions. Biden brought the United States back into the Paris Climate Accord, but Washington needs to be very cautious in how its deals with China on climate. Ultimately Beijing will adjust its policies and positions on climate according to its own interests.

The Build Back Better World initiative is a worthwhile endeavor to re-energize US engagement in the world. It must be more than policy talk and show a real impact to spark international enthusiasm. The United States also needs to learn to listen to what its partner countries want and not just throw all its energy into undermining China’s own initiatives.

It is not important whether Biden is tougher on China than Trump, but whether the US can out-compete China in building international cooperation. Domestic opposition to America joining new trade deals like the Comprehensive and Progressive Trans-Pacific Partnership aside, Biden needs to realize that sitting on the sidelines only hurts American interests and presents Beijing with further room to shape the international agenda.

Whether one agrees with America’s selective decoupling strategy or not, the reality is that China was decoupling from the US and other advanced economies even before Trump entered the White House. By advancing industrial policies, such as Made in China 2025, China’s leaders demonstrated they have no interest in relying on foreign suppliers for key technology inputs.
