Probably Saudi Arabia didn't want a resolution blaming, they wanted Congress to issue an arrest warrant against MBS and CONCLUDE THE MATTER ONCE AND FOR ALL.

2)Human rights r important,but NOT all nations r like USA with its centuries of trial&errors to build up Democracy&Rule of Law to what it is. It takes time&patience for other nations.
