The European Union's compromise deal would cut 90 percent of imports of Russian oil by the end of the year.

If Russia takes the city, it would occupy nearly all of Luhansk, a major part of the Donbas region.A pro-Moscow separatist leader in Luhansk on Tuesday told Russian news agency Tass that his forces have taken control of one-third of the city.

They also hope to cut off Severodonetsk’s access to the rest of Ukraine, the Washington-based Institute for the Study of War think tank said inKyiv reported continued shelling in the two regions near Ukraine’s northern border with Russia. Russian troops withdrew from both regions nearly two months ago when they abandoned their efforts to seize the capital — but the bombardment has not ceased.
