When I was a kid, living in the San Fernando Valley, they passed an ordinance to get rid of ivy. We had a corner lot with two strips of land that is next to the sidewalk. Ours were ivy. I didn’t have to mow it. Removing the ivy took all weekend. Didn’t find any rats.
Easier said than done. Ripping it out doesn't work, it grows faster than everything else, and neither weedkiller nor fire appear to have a lasting effect... if anything they make it stronger!

Ok, but ripping it up literally does nothing. As with most invasive plants it actually makes them grow stronger. Kill it with fire. Or herbicide. It's the only way.

There are 'native' alternatives that are not invasive, provide food for birds- insects and berries, shelter, shade and abate during winter months.
I hate English ivy. I've been pulling it out of my beds for years. The only plant that seems to be stronger is periwinkle. It blew into the ivy from another part of my garden and gradually took over. I don't know if it's considered invasive, but at least it doesn't climb.
