New security measures at the Department of Defense that limit the release of military records about U.S. troops deployed abroad could put the accuracy of the 2020 census 'at risk,' according to a newly released internal Census Bureau document.

Why? Is that because they will be permanent residents of places where they are deployed?

We still get to vote even when we're overseas or State-side or Protectorates for our original State or US Protectorates, including for Puerto Rico. This is the law.
