Parents worry children are being abused or harmed by dangerous restraint techniques in Texas schools. One incident left a Fort Worth student dead in 2021.

. However, advocates like TenBrink and Jolene Sanders-Foster, advocacy director for the Coalition of Texans with Disabilities, say that school compliance with the law varies. Many parents aren’t aware of their rights, and administrators often say they don’t have the money to install such cameras, monitor and store the footage.

Though students with disabilities make up about 10% of the state’s student population, they experience more than 90% of restraints reported in Texas public schools,In 2021, Xavier Hernandez, a 21-year-old student diagnosed with autism and schizophrenia, was restrained facedown by staff at Boulevard Heights, a Fort Worth school for students with disabilities. Hours later, he died.

“These are not giant things that are politicized but are very common sense recommendations that ultimately put our most vulnerable and our most cherished children’s lives in the most healthy and safe environment,” González said at the press conference. Bucy said the state has an opportunity to use some of its multibillion-dollar surpluses to provide more training to teachers, strengthen protocols in line with best practices and improve reporting requirements.
