Madame Speaker. Madame Vice President. Read MoreNo president has ever said those words from this podium, and it's about time. The First Lady. The Second Gentleman. Mr. Chief Justice. Members of the United States Congress and the Cabinet -- and distinguished guests. My fellow Americans. While the setting tonight is familiar, this gathering is very different -- a reminder of the extraordinary times we are in.

Bush became president. We're going to get rid of the loopholes that allow Americans who make more than $1 million a year pay a lower rate on their capital gains than working Americans pay on their work. This will only affect three tenths of 1% of all Americans. And the IRS will crack down on millionaires and billionaires who cheat on their taxes. That's estimated to be billions of dollars. Look, I'm not out to punish anyone.

Absolutely nothing. Just like his last 46 years.

Why only $4 trillion? That’s lame. Why can’t it be $50 trillion?
