MOSCOW — The Kremlin says Russian President Vladimir Putin has visited headquarters of the Russian troops fighting in Ukraine. He then moved by helicopter to the headquarters of the Russian National Guard in the Luhansk region to hear reports about the situation there.
The trip by Russian President Vladimir Putin to occupied parts of the Ukrainian regions of Kherson and Luhansk came as Ukraine is preparing for a new counteroffensive to reclaim the territories.
