Proposed legislation aims to crack down on this issue statewide, making neighborhoods safer.

San Diego Assembly Member Chris Ward (D-78th) authored this legislation in response to the alarming rise in hate incidents. He stated that these fliers have become the preferred method for hate groups to spread division, as they allow the perpetrators to remain anonymous and avoid accountability
