This is a complete mischaracterization of what she wrote. It was that some aspects of BBB might be able to be done by executive action and CPC will announce ways it think it can be done. Jayapal still says legislation is the best way.

Founders thought Congress would fight to retain their distinct powers from a growing executive branch. Gridlock has caused that to erode: politicians just want what they want, by any means necessary. We’re growing closer to a country that just elects a new dictator every 4 years.
