The House in a 417-1 vote passed a bill that would loosen rules for government-backed small business loans — an overwhelming show of support for retooling the so-called Paycheck Protection Program

From our Kellie Mejdrich: “A top House Democrat will investigate whether President Donald Trump and his administration broke the law by pressuring a federal retirement board to reverse plans to begin investing in a new index that includes Chinese companies, according to a letter obtained by POLITICO.

“In a filing unsealed on Thursday in Washington federal court, the Department of Justice alleged the defendants had operated covert branches of North Korea’s state-owned foreign exchange bank in countries including Kuwait, Thailand and Austria.
