Biden needs to fill the remaining vacancies on the board to have a majority that could oust the postmaster general.

Duncan nominated Democrat Ron Bloom as his successor, who was then unanimously elected as the new board chair.

Bloom’s term technically expired in Dec. 2020, but he is serving a one-year holdover term until Dec. 2021. The board is entirely made up of Trump appointees with four Republicans and two Democrats, though Biden can fill the three remaining vacancies on the nine-person board . If Biden filled the remaining vacancies with Democrats, the board would have a 5-4 Democratic majority that could presumably vote out DeJoy, who serves at the pleasure of the board of governors and Biden does not have the power to fire himself. If Biden does fill the remaining vacancies so the board has a Democratic majority, it’s more likely but still not certain they would vote out DeJoy.

Biden nominates 3 to postal board as delays persistPresident Joe Biden on Wednesday nominated three postal experts to the governing board of the U.S. Postal Service, a move that could alter the course of an agency grappling with delivery delays and rumored cuts under its embattled Republican leader. If confirmed by the Senate, the Board of Governors nominees would bring additional Democratic scrutiny on Postmaster General Louis DeJoy, a major GOP donor whose tenure has been mired by slow service and politicization. The nominees are Ron Stroman, a former deputy postmaster general; Amber McReynolds, a mail voting advocate who leads the nonprofit National Vote at Home Institute; and Anton Hajjar, the former general counsel of the American Postal Workers Union.
