TOKYO—Japan cleared the way for holding the Summer Olympics on schedule by setting an end to its state of emergency and lifting vaccinations to about a million shots a day.

Covid-19 infection rates in Japan have fallen by around 70% since an emergency order was imposed in Tokyo in late April, requiring restaurants and bars to close early and not to serve alcohol. Mr. Suga said the state of emergency would end Monday. The organizers released lengthy new rules for all participants this week, including strict limits on movement. Athletes, officials, foreign reporters and others face the threat of having medals rescinded, being fined or even deported if they go sightseeing, visit restaurants outside approved areas or use public transport.

Many of the roughly 11,000 athletes and tens of thousands of officials, dignitaries, journalists and others coming to Japan for the Olympics are expected to be vaccinated, and vaccinations have been offered for some residents of Japan working at the Games.
