President Trump’s decision to recognize Israel’s sovereignty over the Golan Heights has foreign-policy grandees furious. It shakes up the Middle East peace process by doing what they never would: putting the Palestinians on notice.

When Syria controlled the Golan from 1946-67, it repeatedly used the land to shoot at Israeli civilians in the Galilee below. Syria then invaded Israel in 1967 and failed miserably, losing most of the Golan. Israel has now controlled the land, 500 square miles in its northeast, for longer than Syria...
