“For the last five years,” the narrator intones, “he’s brought America down with him.” It is an attack ad, pure and simple. So is a Trump spot that accuses Mr. Biden of being China’s puppet. Both ads contain powerful images and strong words. If the idea is to attract undecided voters, both are likely to fail.
