Vice President Joe Biden campaigns for Democratic presidential candidate Hillary Clinton at the Sinclair Community College Automotive Technology Building, Monday, Oct. 24, 2016, in Dayton, Ohio. COLUMBUS, Ohio — If President Joe Biden is going to make it on the ballot in Ohio, it won’t be because of the Republican-controlled state legislature, according to Ohio House Speaker Jason Stephens.
Earlier this month, both chambers appeared on their way to passing a fix ahead of a deadline that would have made the legal change effective before the certification deadline in August. Those plans cratered, but lawmakers could have still passed emergency legislation that would have taken effect in time but that requires a higher vote threshold. The development means that national Democrats will have to pursue an alternative path to make sure Biden’s name appears on the ballot in November.
Stephens said he still thinks Biden will appear on the ballot one way or another. House Minority Leader Allison Russo, the top-ranking Democrat in the Ohio House, said Tuesday she agrees. Why? Russo attributed it to “hyperpartisanship” and “infighting” in the Republican legislature, where Stephens and Huffman are locked in a leadership battle, and Stephens faces opposition from a significant faction of House GOP members. The issue has to do with a state law that says major political parties must nominate their presidential candidates no later than 90 days before the November election. That date falls on Aug.
