Next-gen nuclear reactors use HALEU fuel with uranium enriched up to 20 percent. If stolen, such uranium could be transformed into a weapon in days.

An analysis conducted by the Union of Concerned Scientists has found that contrary to popular belief, high-assay low-enriched uranium , touted as the fuel for the next generation of small nuclear reactors, can be easily weaponized.

However, the next-generation nuclear power plants are much smaller in design and rely on HALEU fuel, where uranium could be enriched by up to 20 percent. This has been assumed to be lower than the uranium needed for nuclear weapons so far. “Over time, the 20 percent threshold was incorporated into nonproliferation and security standards as the dividing line between high-enriched and low-enriched uranium, which became generally interpreted as the threshold between weapon-usable and non-weapon-usable.”According to Lyman and other researchers, a proliferant country or terrorist organization could be days away from turning HALEU into a nuclear weapon.
