A U.S. Army official and White House national security official plans to tell members of Congress conducting an impeachment inquiry that he was on the phone call between President Donald Trump and Ukraine’s leader in which Trump asked for an investigation into the Bidens, and that he raised concerns about it.Monday evening that Lt. Vindman is scheduled to testify Tuesday. According to his written opening statement, obtained by NBC News, Vindman is expected to say he was one of the people who listened in on the July 25 phone call between Trump and Ukrainian President Volodymyr Zelenskiy. "I was concerned by the call. I did not think it was proper to demand that a foreign government investigate a U.S. citizen, and I was worried about the implications for the U.S. government’s support of Ukraine," Vindman's opening statement says.
