Why do hospitals and schools seem to have only one organizational model, and apparently are incapable of adapting to a different pattern of use?

To all the conspiracy theorists out there, this is a real issue. My father was taken to the emergency room last year in Florida and waited for over 10 hours. He was exposed to Covid there and died in intensive care before leaving. To those against vaccination: you are murderers.
My friend had a problem and went to the ER. She needed surgery; she was hemorrhaging. They wanted to transfer her, but there were no beds. They made her “comfortable” instead. The unvaccinated killed her. I miss her so much & I will blame those anti-vaxxers forever.

The for profit model has significant surgeries being performed as out patient procedures. Women with cancer are having their breast cut off and being sent home, often with no one to care for them the same day.
The for profit model of the hospital system involved cutting back available beds and staff. My spouse broke his hip last spring during covid lull. He wait 2 days in the ER for surgery waiting for a bed to open up on the surgical floor.

2 years and the country made zero effort to increase capacity. The system was already overwhelmed by the obese before covid.
