I think what people need to remember or be aware of is that children’s immune systems are different. Look at the multiple polio, dtap, hub, vaccines your little ones get. And it doesn’t matter if “least impacted” they can still spread it and help it to mutate if unvaccinated.
They really should have done a multiple dose study. They clearly aimed too low with the dose. On the other hand multiple lower doses might prevent more side effects.

How does that dose compare to the adult dose? 3 micrograms sounds very small. I assume it’s more a problem of safe dosage than efficacy.
