PG&E is 70% owned by the state of California and 100% funded by ratepayers So a 'fine' is utterly meaningless, since the fine will be paid by ratepayers or the State LOL

Just to be contrarian, the statewide electricity grid is a complex and difficult thing to manage. Many factors effect these fires, while ignition source is a major one, it is not the only one.
