California needs to build a saltwater pipeline with an inbuilt reverse r/o reservoir. Pump the saltwater to Nevada or Arizona and pull freshwater out of it. They can use solar heating as a secondary form of producing clean, fresh water. The excess brine can be dried for salt.
This has been predicted for a very very long time. I taught this possibility and inevitability 25 years ago.
