So if current COVID-19 circumstances no longer justify the expansive powers Cuomo was granted last year does that mean we can do whatever we want? Open restaurants? Open schools? Have mass gatherings? Stop wearing masks?

He still has those powers. He can readjust orders already given. He just has to run new executive orders past the legislators - God help us all if NYS legislators try to understand what's going on.
