I hope it's not insensitive, but on this somber day I'd like to think those who gave their lives for us can look at that photograph and smile with joy. Maybe you can say it better.

I would say that the 'backup power' should be an option paid when that power is used just like normal electricity is by a meter readout. But have proof of what is being used and provide a notification to the owner of when the city backup power kicks on. Another reason to not live in Alabama. More importantly, it’s Alabama, a state soon to only be populated by frat bros before they truly grow up and move on to Florida.
