Nov. 2022 Election: Q&A with Linda Lukacs, candidate San Diego City Council District 2 [Opinion]

Between now and early October when voting gets underway, The San Diego Union-Tribune Editorial Board is planning to publish dozens of candidate Q&As and nearly two dozen commentaries connected to a handful of San Diego city ballot measures and seven state propositions on the Nov. 8 election. Keep checking back as we fill in this voter guide.

Climate action plans must entail a realistic, far-reaching balance, protecting the environment while promoting adaptive requisite growth. Q: Do you support the new SANDAG mobility plan to improve transit to the airport and around the region? Would you support a sales tax increase or a mileage fee to pay for it?

If we are to succeed, infrastructure must be established. We must prepare for the increase in population. Federal and state funding sources are available to at least partially offset costs. We must capitalize on all available sources. We must also look at why our construction costs are some of the highest in the nation. Our current status and tax structure are unsustainable. This does not mean taking shortcuts but rather reevaluating and modernizing our fee and regulatory processes. We need to define and reevaluate critically associated elements if we are to establish and promote a safe, efficient and less expensive building and permitting process. Let’s turn to our experts to help identify, rectify and support the effort.

My recommendation would include a staged approach. The first stage, the temporary plan, addresses the unsafe encampments which plague neighborhoods and interfere with businesses. While shelters are increasingly being made available, they cannot suffice. Individuals need and deserve to be off from the street and into structured, safe, sanitary living communities that offer mental health and addiction counseling, along with other critical supportive services.

Q: Recruitment and retention is a big issue for the San Diego Police Department. What more should be done to ensure adequate police staffing levels and prompt response times? A: We’ve lost so many of our officers. They’re understaffed, overworked, overtaxed, underpaid and frustrated. They put their lives on the line to protect us and yet, criminal acts are all too often not prosecuted.

The benefits of these emerging smart technologies should ideally reduce waste, increase safety of our neighborhoods and more efficiently coordinate efforts while offsetting demands on our already overworked and stressed workforce.
