NOACA serious about connecting downtown Cleveland with Cuyahoga Valley National Park via Cuyahoga Valley Scenic Railroad

Regional planners have dreamed for more than two decades about connecting downtown Cleveland to Cuyahoga Valley National Park via the Cuyahoga Valley Scenic Railroad. But while previous attempts failed, NOACA is getting serious about a new effort.

At a meeting Thursday afternoon, representatives of NOACA and partnering agencies reached an informal agreement on their roles and responsibilities in pushing the project forward this year, NOACA Executive Director Grace Gallucci toldThe goal is to extend the scenic railroad 10.8 miles north to downtown from where it now ends at the northern edge of the Cuyahoga Valley National Park at Rockside Road in Independence.

Serious discussions about extending the scenic railroad started last summer, Gallucci said. Participating agencies include the City of Cleveland, Cuyahoga County, the Port of Cleveland, Cleveland Metroparks, the Greater Cleveland Regional Transit Authority, the national park, the scenic railroad, and the nonprofit Canalway Partners.

“One of the great barriers [to park access] for certain neighborhoods and communities around us is that transportation link,’' Petit said. “We believe the railroad is the most direct way to make those links.’'by the Census Bureau in December, Cleveland and East Cleveland lead Ohio in the percentage of households without cars. In Cleveland, 22.4% of households don’t have a single car. In East Cleveland, it’s 35% of households. The state median is 6.2%.

Some 40,000 people a year participate in the railroad’s popular North Pole Adventure ride through the park in November and December. Gallucci summarized those projects at the January 20 NOACA board meeting. They include a proposal to extend the downtown Cleveland Mall across the Ohio 2 Shoreway to create a better connection to North Coast Harbor on Lake Erie.
