But the president's agenda may face another hurdle if the legislation doesn't include changes to the $10,000 SALT cap, a key issue for some lawmakers in high-tax states, such as California, New Jersey and New York.'s 2017 tax overhaul because filers who itemize deductions on their federal return can't write off more than $10,000 of state and local taxes.
