NFL team owners voted to approve an expansion of the Rooney Rule, which is designed to increase diversity in coaching and staff positions.
League officials attempted to incentivize team owners to hire minority candidates by offering compensatory draft picks. Owners did not approve the measure, tabling the idea for further discussion, NFL commissioner Roger Goodell and Pittsburgh Steelers owner and chairman Art Rooney II told reporters on a conference call following the vote.
, told CNBC the guideline would "have a huge impact on what I believe will be the ability for minorities to move to better opportunities and thereby improve the numbers from a diversity of leadership standpoint," he said. "This fight has been going on for a long time," said Troy Vincent, NFL vice-president of football operations. "The facts are we have a broken system and we're looking to implement things to change the direction in where we're going and it's been south. Not a gradual south but a direct south."
