They cut too deep.
Surgery and the tissues ability to be cut varies patient to patient. Skin and the compactness of each body varies. It is a small difference, but a difference, nonetheless. There is not a phenomenon where someone saves an innocent life to torture them or mutilate them.
My daughter's face got nicked (small 1/4' scar) during her c-section birth. It happens. Now, 13 stitches seems a bit of an extreme case, that's for sure. The hospital should cover any cosmetic surgery to repair, IMHO.
