Pretty sure the city didn't want to set a prescident by cutting taxes and losing out on a huge chunk of income that the city deserves. In the long run that's a crucial prescident to maintain, in the short term your going to have to come to terms with a couple of losses.
Economists don't understand the difference btw slave wages and a living wage. If Bezos was serious he would of offered a decent paying living wage to the community instead of attempting to 'gentrifiy' it.
