The New York state Assembly’s majority Democrats will support a congestion-pricing system to help fund the Metropolitan Transportation Authority as part of the budget, Speaker Carl Heastie said Monday.
The formal declaration by Mr. Heastie, a Democrat from the Bronx, was encouraging to advocates for the system that Gov. Andrew Cuomo inserted into his proposed $175 billion budget.
