Negotiators for the city of Minneapolis have agreed with the state to ban chokeholds by police, and to require that officers intervene when they see unauthorized use of force.

In a video, Floyd says as he is pinned down:"Please, please, please. I can't breathe."

An NBC News analysis of police records found that since the beginning of 2015, officers from the Minneapolis Police DepartmentThe Minnesota Department of Human Rights ordered a sweeping civil rights investigation into the death this week. "This unprecedented energy and momentum for police reform has left Minneapolis poised not just to address our shortcomings, but to become a model for shifting police culture and uprooting systemic racism," he said.

Officers will need to be trained to intervene, they can't just change their instincts overnight. There are programs set up for this very thing.

This is a step in the right direction but it is very disturbing that there are so many people that believe this is a wrong move. The Nation's police have become a public health threat, that needs to change.

Really, you had to make a motion to tell police that if they see a bad act being carried out by a police officer they should intervene!!! that is their job, to protect the community from bad acts.

I demand all who looted and commited criminal acts and killed the innocent must be arrested. To not do that would be hypocritcal wouldn't it

It will not matter unless they train in high pressure scenarios so that safer tactics become muscle memory.

All officers in this police force need to be retrained and some let go also.

it is more common than many think. Police should always have a mindset of using minimum force and doing minimum damage necessary to keep the peace or make an arrest.

So now the pendulum will swing and “over correct”. Crime will go up for the next five years or so in Minneapolis.

OK that PROVES that the cop who killed that man was JUST FOLLOWING PROPER POLICE PROCEDURE... albeit at a very exaggerated level.

I think we can all be on board with this. Not sure how either would've saved George from having a heart attack though.

Fun Fact: Chokeholds were banned nationwide starting in 1980 with the LAPD and followed shortly thereafter by all departments in the U.S. If we had journalism this would be pointed out.

I use to watch the show 'Cops' on TV and was extremely disturbed by the aggressive manner they used against all people. It is not confined to treatment of blacks and minorities by any means. I often said that if they did that to me and I could get hold of a gun, I would not ...

How about we ban bad cops which is almost impossible with all their civil service protections.
