During a meeting with the families of kidnapped soldiers, the prime minister repeated that Israel was preparing to send troops into the southern Gaza city.

The International Court of Justice on Thursday issued additional measures amending and strengthening its January order that Israel do more to prevent the killing of civilians in Gaza. The United Nations’ highest court said the new orders were based on reports that conditions in Gaza have “deteriorated,” with Palestinians in the enclave facing famine.

The following month, the court issued a ruling ordering Israel to do more to prevent civilian deaths in Gaza, allow more aid into the enclave and prevent the possibility of genocide — but it stopped short of calling for a cease-fire. The order did not include a verdict on the allegations of genocide. Israel rejected the allegations and called South Africa’s case “grossly distorted.
