She sought voting rights for women through the territory’s legislature first, and a measure quickly passed through the Senate. The House was more reluctant to proceed, though. So Dowsett led aon the House floor accompanied by 500 Hawaiian women of all ages and nationalities, including Hawaiian Princess Kalaniana’ole and Lahilahi Webb, former lady-in-waiting to Queen Lili’uokalani’s court. After a month-long delay, Dowsett formulated a new game plan and began lobbying the U.S.

grassroots groups across Hawai’i to prepare women to vote when the opportunity she was sure would come finally arrived. Eventually, it did. About the same time that Dowsett began lobbying Congress for Hawaiian suffrage, the 19th Amendment was passed. It included women in U.S. territories, so those living in Hawai’i became enfranchised along with suffragists on the mainland.
