He was identified as a suspect in the stabbing, which investigators determined was domestic-related, based on surveillance footage in the vicinity of One Ocean Plaza.
After a traffic stop, police said he was arrested for driving without a valid driver's license and taken to the police department. "At this time, Noiman remained a suspect in the stabbing investigation; however, probable cause had not been established to charge him with a crime related to the stabbing," police said.
Jared Noiman told police that he and his father had been living out of his father's vehicle and slept in the parking garage at One Ocean Plaza.
