On Friday, April 19, the Noblesville Police Department announced the arrest of a 42-year-old Arcadia, Indiana, man on a preliminary charge of leaving the scene of an accident resulting in death.Cicero Road and Field Drive . When officers arrived, they found a pedestrian, identified by police April 19 as 52-year-old John E. Finch, of Noblesville, and he was pronounced dead at the scene.All northbound and southbound lanes of State Road 19 from Logan Street to1 96th Street were closed while officials responded to the scene.
